Claudio Lucena is a Professor and the former Dean of the Law Faculty at Paraíba State University, UEPB, in Brazil, and a researcher for the Portuguese Government Agency Fundação para a Ciência e a Tecnologia, affiliated with the Research Center for the Future of Law, Universidade Católica Portuguesa. Assistant Curator at the Geneva Internet Platform Digital Watch Observatory. He was a Visiting Researcher at Georgetown University Law Center, in Washington, D.C. LLM in International and European Law from Vrije Universiteit Brussel and also Bachelor in Computer Sciences from Campina Grande Federal University, in Brazil. He is an ICANN Fellow, a Latin American Internet Governance Forum (LACIGF) and a South School on Internet Governance (SSIG) Fellow. Also an accredited observer to the Internet Governance Forum in Geneva, and member of the Octopus Cybercrime Community of Experts of the Council of Europe, of the Portuguese and Brazilian Chapters of the Internet Society and of the International Law Association, where he serves as a member of the Protection of Privacy in Private International and Procedural Law Committee, he has been researching and working with technology-related legal issues for over 10 years, during which he has served as a consultant and an advisor for state governments and agencies, security and police institutions, courts of justice, Brazilian National Council of Justice and Parliament, as well as companies in the private sector, the United Nations Development Programme, the ECOWAS International Human Rights Court, and the European Consumer Centre.
